This is about AZ, but there is a WA nexus through, once again, Seattle based Perkins-Coie law firm.
I'll submit to you that what Seth describes here is happening in every yellow and red flagged county in the US to one degree or another.
If you haven't found these things in your (red and yellow flagged) county, keep digging because it's certainly there somewhere.
And I'd add, anytime you hear 'Perkins-Coie' involved in anything, you can take it to the bank that it's crooked.
